After the infrastructure construction of farmland water conservancy, the efficient utilization and saving protection of water resource is another big event in irrigation work during the “twelfth five years” period. It is proposed in the“Twelfth Five Years” Plan for State Water-saving Irrigation Development and the “Twelfth Five Years” Plan for Rebuilding Supporting and Water-saving Reform in Large-scale Irrigated Area, that new efficient water-saving irrigation area will reach 100 million mou(1 mou=666.67 square meter), 70% of large-scale irrigated area and 50% of middle-sized irrigated area will finish the work of rebuilding supporting and water-saving reform which cover the irrigated area of nearly 283 million mou by 2015.

Investment for per mou initial operation and post maintenance of high efficient water-saving projects like sprinkler irrigation and slight irrigation is about 1,000 Yuan to 1,500 Yuan. It means the total investment for the 100 million high efficient water-saving irrigated area in nationwide water-saving irrigation market at least should reach 100 billion Yuan to 150 billion Yuan; for 70% of large-scale irrigated area and 50% of middle-sized irrigated area which will finish the work of rebuilding supporting and water-saving reform, the investment should be over 400 billion Yuan. Such a big market will benefit corporations of water-saving pipe production, engineering design and maintenance.

The high efficient water-saving irrigated areas in China mainly contain large and medium size irrigated areas and small-sized farmland water conservancy project in key counties. Data from Ministry of China Water Resources Irrigation and Drainage Development Center shows that, up to now irrigated areas for domestic 434 large-scale irrigated areas and 1,800 medium-sized irrigated areas are 0.24 billion mou and 0.23 billion mou while number of nationwide farmland water conservancy key counties which are jointly launched by Ministry of Water Resources and Ministry of Finance has reached 1,250. According to statistics, by the reform of irrigated areas and farmland water conservancy key counties during the “eleventh five years” period, nationwide new efficient irrigated areas are over 50 million mou while the accumulated areas are 905 million mou and the efficient utilization index of farmland irrigated water has increased from 0.45 to 0.5. Still, proportion of high efficient water-saving irrigated area to the over 900 million mou is less than 10%. What’s more, the efficient utilization index of farmland irrigated water is nearly 50% less than 0.8 in developed countries. In one word, there is still an enormous space to promote high efficient water-saving projects.

For the water-saving irrigation projects during the “twelfth five years”, high efficient water-saving technologies like channels impermeable control, low pressure pipe conveyance, sprinkler irrigation and slight irrigation will be promoted in efficient irrigated areas. For the large and medium size irrigated areas (mainly distributed in nationwide 13 major grain producing areas and the north China which with serious water shortage, especially the western China) rebuilding supporting like transmission and distribution of water channels/pipe network and water-saving reform will be mainly promoted; for the farmland water conservancy key counties, the northern will focus on water-saving irrigation, the northeastern and northwestern will focus on high efficient water-saving irrigations like sprinkler irrigation and slight irrigation while the North China Plain and Huang-Huai-Hai Area will focus on high-standard aqueduct irrigation. According to the global “water utilization” experience, with every 0.7% growth of agricultural irrigation water utilization index, the saving water in one year can reach 90 billion to 95 billion cubic. The index growth is mainly by the way of promoting high efficient water-saving technologies like pipeline watering, sprinkler irrigation and slight irrigation. Among such technologies slight irrigation is most popular as it can accurately and directly water the soil around the plants’ roots and more efficiently save water.

The market prospect is promising but the industry should break the limited bottlenecks like aging infrastructure uncompleted supporting facilities for irrigation areas and medium/small size farmlands which lead to bottleneck problems in small-sized irrigation projects and irrigation areas. To settle these problems the central financial authorities should invest at least 80 billion Yuan for the overall condition and annual 5 billion Yuan for construction of nationwide small-sized farmland water conservancy key counties. Both the two investments are for the development of high efficient water-saving irrigation projects like sprinkler irrigation and slight irrigation. In spite of this, investment which related to farmland water conservancy water-saving irrigation projects will extract from the profits of 10% land grand fee which is for farmland water conservancy construction. It is predicted that financial fund for nationwide high efficient water-saving irrigation will be over 100 billion Yuan during the “twelfth five years” period.

However, as the local and central financial funds are difficult to put into practice it is a problem for the development of domestic water conservancy. According to available statistics, there is about 50% of the rebuilding supports and water-saving reform projects in large-scale irrigated areas which put into practice, and less than 30% in the middle part while even less in western China. It has great impact for the smooth implementation of rebuilding supports and water-saving reform projects. Presently, Ministry of Water Resources, Ministry of Finance and National Development And Reform Commission are jointly seeking for a set of supporting policies to ensure all the funds will put into practice. For the issue of fund shortage they concern more about how to fully arouse the enthusiasm of the farmers. For example, if farmers buy water-saving-irrigated equipment and material they can have 30% subsidies; if they promote water-saving irrigation they can also have discount loans which supported by central government. It is confident that with the supports from government the water-saving irrigation industry will healthy develop.
