The crude oil price has got rid of the influence of financial crisis and with an increasing trend in 2010. The WTI crude oil price in the first quarter of 2011 was 112.79 USD/barrel. Morgan Stanley increased the estimating Brent crude oil price to 120 USD/barrel in 2011 while the original one was 100 USD/barrel; it increased it to 130 USD/barrel in 2012 while the original one was 105 USD/barrel.
It is believed that under the premise of high oil price in long term will lead to a stable growth of oil and gas exploration and development expense. There are two reasons: firstly, oil and gas resources still are the major primary energy in the future, the alternative progress will be very slow; secondly, oil and gas reservoir development will trend from convention to non-convention, from continent to ocean, and from shallow sea to deep sea. Such a trend will bring demands for higher level equipments and service to oil and gas exploration and development. According to the forecasts of OPEC, and Barclays Capital, investment to international oil and gas exploration and development in 2011 would increase at least 12.8%.
China’s oil and gas consumption with a highly external dependence that the proportion of petroleum import volume to consumption volume in 2010 was 55.7% while that of natural gas was 11.7%. Under the condition of high oil price and rising external dependence to oil and gas, investment to oil and gas development within China land and sea territory may maintains a fast growth. The average explored rate of China petroleum is less than half of the global level, especially for offshore oil that is less than 1/3 of global level. The explored rate of natural gas is less than half of the global level as well, which is far backward comparing with 70% for America. Such a distance of explored rate reveals that there is enough space for energy exploration and development within China territory. We estimate that the exploration and development expense in next three years will restore to be about 25%. The oil and gas engineering industry will have a new growth.
