With the development of urbanization and popularization of passenger vehicles, the traffic jam problem is more and more serious as contradiction of “people, road and auto” aggravated. Major big cities in the world all experience serious traffic jam during the development progress. And the traffic jam problem became severe in China since the beginning 21st century. American Foreign Policy in August, 2010 listed five cities in the world which with the worst traffic jam, among the five cities Beijing ranked first. As a matter of fact, many other large and medium scale cities in China face the same traffic jam problem as Beijing. Main reasons for this problem are popularization of passenger vehicles and restriction of traffic construction.

Rail transit is a significant way to improve the traffic supply capacity and ease traffic jam. According to researches, rail transit is advancing in the indexes of single-channel width, capacity, delivery speed and unit dynamic space. Nearly every countries spare no efforts to the investment of rail transit construction, thus the carrier ratio of rail transit in the world has reached a relatively high level. Proportion of rail transit to urban bus traffic volume in global major big cities is high, which is significant to ease the traffic pressure in big cities. Such proportion in Paris is 70% while it is 55% Moscow, 71% in London, 86% in Japan and 58% in Mexico. According to the operation experience of rail transit in foreign big cities, the vigorous expansion of rail transit is a useful way to solve the traffic jam problem.

Presently, even though the rail transit develops quickly, proportion of rail transit to public traffic carriers is low in China. It reveals the relatively undeveloped condition as well as development opportunities for domestic rail transit. Along with the more and more serious traffic jam problem, domestic rail transit is hopefully to fast its development speed and with an enormous development space. There are 3 indexes for the rail way construction which are approved by the State Council: urban population exceeds 3 million, GDP is more than 1 trillion Yuan and general local financial budget is over 10 billion Yuan. According to the statistics from the Basic Industry Department of National Development and Reform Commission, new domestic traffic mileage of rail transit will exceed 5,500 km in the following ten years. If the average cost is 0.42 billion Yuan per km, total investment will be 2.31 trillion Yuan. Growth space for the rail transit is huge.
