General Aviation is one of the two wings of civil aviation business, which plays an irreplaceable role in national economic and social construction. As of the end of 2010, there were 1,010 general aviation fleets in China, with a year-on-year increase of 11.4%, among which there were 702 fixed wing aircrafts, accounting for 69.50%; there were 174 rotor aircrafts, accounting for 17.23%; there were 115 aviation sports equipment and aircrafts, accounting for 11.39%; there were 11 balloons, accounting for 1.09%; and there were 8 airships, accounting for 0.79%.

In 2011, the net increase of general aviation aircrafts was 114 in the nationwide, and the total number in the document reached 1,124; the flights length of general aviation aircrafts was 455,000 hours, with a year-on-year increase of 16.3%, among which the production operation flight length increased by 16.9%, and it’s predicted the year-on-year increase will be 10%.

As of the end of 2010, there were 286 general aviation airports and temporary lading sites in China, among which there were 43 landing sites with certificate, and there were 243 airports and landing sites without certificate. However, there are nearly 20,000 general aviation airports in US and there are almost 2,500 general aviation airports in Brazil. The shortage of general airports and landing sites limits the development of general aviation industry.

In April 2010, In April 2010, the Civil Aviation Administration of China printed and released Measures to Accelerate the Development of General Aviation, which relates to 15 measures, such as development plan, capital support, hardware construction, employee training, management services, pilot advancement, policy coordination, etc. In August, the Civil Aviation Administration of China and the National Reform and Development Committee jointly printed and released Notice on General Aviation Civil Charges Standard, which defines the charges projects and charges standards of general aviation airports, in order to achieve the price transparency and rationality. Meanwhile, cancels the unnecessary charges links; lowers than the charges standard of general aviation airports and eases the unnecessary charges links. On the basis of current charges standard, the Notice will decrease by more than 40% of take-off and landing fees and decrease by more than 50% of packing fee. In October, the State Council released the Decision on Speeding up the Cultivation and Development of Strategic Emerging Industries. According to the development stages and characteristics of strategic emerging industries, what state future defined development key direction and major task involving in high-end equipment manufacturing industry are: aviation equipment focusing on the development of main and braches aviation lines and general aircrafts, as well as making the aviation industry stronger and stronger. In November, the State Council and Central Military Commission issued Opinions on Deepening the Reform of China's Low-altitude Airspace Management, which includes the overall goal, build an effective low-altitude management system, and fully developing and utilize low-altitude airspace resources, by 5-10 years of comprehensive construction and deepening reform.

On May 2011, the Civil Aviation Administration of China released the “Twelfth Five-year” Development Plan for China Civil Aviation. The Plan proposes, the transport airports construction planning should meet the needs of aviation services; to encourage general aviation enterprises and social forces to involve in general aviation airport industry and the construction of running and security equipment, to form a batch of aviation services stations, to bring in fixed base operators, and to newly build the aviation oil distribution and delivery

centers in Harbin, Hohhot, Urumqi, Zhuhai, etc; to support the construction of public welfare aviation services networks, such as agricultural and forestry protection, marine rights protection, and emergency rescue, etc.

From November 31st 2011 to December 10th, the Generic Airport Construction Standard (Draft), which was compiled by China Aviation Engineering Consulting Company of China with the commission of Civil Aviation Administration of China began to invite comments and opinion from various circles of society. The Standard is the first specialized standard for general aviation airport construction, which makes sure the general airport construction is safe, suitable, economic and sustainable. In terms of the Standard, even the requirement for the highest level of general airports are more lenient than the current transport airport construction standard, at the aspects of location, airport engineering drainage, and so on.
