Main Contents of report

China’s logistics operation situation is generally good in 2011 that the logistic demand maintains a fast growth despites a slight decline of growing speed while the added value of logistics industry increasingly grows. The logistic plays a significant role in assuring the stable and fast development of national economy. In 2011 the all-in cost of national logistics is 8.4 trillion Yuan with a year-on-year growth of 18.5%, up 1.8% comparing with that in last year; the national logistics amount is 158.4 trillion Yuan with a year-on-year growth of 12.3% (calculating by comparable price), decrease 2.7% comparing with the growth rate in last year; and the added value is 3.2 trillion Yuan with a year-on-year growth of 13.9% (calculating by comparable price), up 0.8% comparing with the growth rate in last year.

Fork Lifter: since the historic breakthrough in 2010, the folk lifter market maintains a blowing growth in 2011 that the total selling volume in the first 11 months reaches 2,923.98 million with a year-on-year growth of 36.7%.

Tray: the production and sales are flourishing for tray industry since 2011. Most of the tray enterprises come to the same conclusion that the sales status is fine. The first season with a year-on-year growth of over 28% while the production and selling volume in the second and third season declines a bit. The growth rate of the year-round production and selling volume exceeds 20%. At present, the tray inventory is over 800 million and with an annual growth rate of 20%.

Goods Shelf: promoting by the increasing industrial economy and storage industry investment, the market demand of goods shelf in China rapidly grows since 2011. According to survey, the total sales volume of China’s industrial goods shelf in the first season exceeds 1 billion and with a year-on-year growth of over 30% while it slightly declines in the second and third season. The year-round shipment amount of goods shelf exceeds 4 billion Yuan and with a year-on-year growth of 25%. The proportion of large goods shelf systematic projects to warehouse transformation and high-rise warehouse construction will continuously increase.

Auto High-rise Warehouse: in 2011 the auto high-rise warehouse construction is booming while many logistics systematic projects are launching. There are more than 250 high-rise warehouses of scale constructed in 2011 with a total output value of over 1.9 billion Yuan, up about 25%. The total inventory exceeds 1,700.

The Development Plan on Agricultural Products Cold Chain Logistics (short for Plan) which was issued by Development and Reform Commission in July, 2010. The Plan proposed the following targets by the year of 2015: to establish a butch of inter-regional cold chain logistics delivery centers which are of high efficiency, scale and modernization; to cultivate a butch of core enterprises which with strong resources reorganizing capability and international competitiveness; to widespread the core technologies of cold chain logistics; to initially construct an agricultural products cold chain logistics service system which are with a reasonable distribution, advancing equipments, a complete set of up/downstream, complete functions, regulated management and a sound technical standard system. The Plan also proposed that to further improve the cold chain logistics level for meat and aquatic products, and enhance the food safety guarantee ability. By 2015 China’s cold chain flow rates of fruit and vegetable, meet, and aquatic product are over 20%, 30% and 36%; while the refrigerated delivery rates of them are about 30%, 50% and 65%, and the product loss rates in the circulation link will decrease to 15%, 8% and 10%.

The Special Planning for Trade Logistics Development (short for Planning) which was issued by Commerce Department, Development and Reform Commission and Supply and Marketing Cooperation on May 30th, 2011. The Planning proposed that to initially establish a set of modern trade logistics service system which is of high efficiency, coordination and environmental protection by 2015. It also proposed the following requirements: the harmonized commodity distribution rate for chain-supermarket of scale will reach 70% by 2015; that for farmers’ stores will be 60% and agricultural chain enterprises will be over 80%; the cold chain delivery rates of fruit and vegetable, meet, and aquatic product will increase to 20%, 30% and 36%; proportion of stereoscopic warehouse area to total warehouse area is 40%; there is an obvious improvement of logistic corporations’ mechanization, automation, standardization, and information; the commodity inventory turnover rate will greatly increase while the proportion of logistic cost to total delivery cost will greatly decrease.

In the Executive Meeting of the State Council which is held by Premier Wen Jiabao in June, 2011, logistics healthy development was proposed. The meeting pointed out that a complete set of policies should be made to promote the healthy development of logistics. It also proposed eight “should” which is known as “state eights”. Here follow is the content of the “state eight”: first, should effectively reduce the tax burden on the logistics enterprises; second, should enhance the land-policy supports for logistics; third, should ensure convenience for logistic vehicles; fourth, should improve the management for logistics corporations; fifth, should encourage corporations to integrate logistic facilities resource; sixth, should promote the logistic technical innovation and application; seventh, should enlarge the logistics investment; eighth, should promote the development of agricultural product logistics.

The General Office of the State Council on the

Promotion of the Healthy Development of Logistics Industry Policy Measures (short for Measures) which was issued on August 19th, 2011. There are night requirements in the Measures: first, effectively reduce the tax burden on the logistics enterprises; second, enhance the land-policy supports for logistics; third, ensure convenience for logistic vehicles; fourth, accelerate reform of logistics management system; fifth, encourage corporations to integrate logistic facilities resource; sixth, promote the logistic technical innovation and application; seventh, enlarge the logistics investment; eighth, give priority to the development of agricultural product logistics; ninth, strengthen the cooperation and coordination. The Tax Policy Notice on Logistics Enterprise Commodity Storage Facilities Land For Urban Land Use (short for Notice) which was issued by the Ministry of Finance, the State Administration of Taxation on January 20th, 2012. The Notice proposed that from January 1st, 2012 to December 31st, 2014, there will be a 50% urban use land tax reduction according to different land grade taxes for logistic corporations’ commodity storage facilities.

The basic development routine for China logistics industry during the “twelfth five years” mainly bases on the Logistics Industry Restructuring and Revitalization Plan which is issued by the State Council. The logistic industry will try to implement the strategic planning in the “twelfth five years” plan and give active assistance to the 2011-2020 Long-term Plan for Logistics Industry Development which will be made by government. By the end of the “twelfth five years”, a modern logistic service system which is of reasonable distribution, advancing technology, energy saving and environmental protection, convenience and high efficiency, safety and regulation and international competitiveness will be formed. The logistics industry will transfer from emphasizing infrastructure to comprehensively increasing service quality. Moreover, the NDRC will finish four major logistics special planning currently—they are logistics standardization, logistics park, coal logistics and emergency logistics. Together with cold chain logistics planning and trade logistics planning, the four planning will be part of the six major special planning to promote the development of logistics industry. In a long-term view, with the government supporting policies, enlarging outsourcing of manufacturing and trading logistics, and improvement of logistics enterprises’ technical level and service level, China logistics industry will maintain a long-term fast development. To sum up, development space for the logistics industry is huge.

The logistic equipment is the base to organize and implement logistics activities. It runs throughout the logistics activity and works as primary means to improve the efficiency of logistic system. Besides, it is also the major symbol of logistic systematic level, the key cost factor to construct the logistic system, and the carrier of logistic systematic basic theory and technical skill development. As a primary support to the development of modern logistics industry, the logistic equipment is significant to promote the fast growth of China’s logistic industry and increase the efficiency. Since government thinks highly of the logistic industry, many advancing policies are issued which directly promotes the demand of logistic equipment industry. During the “twelfth five years”, the logistic industry and the logistic equipment industry grow together and have a new golden period of development.
