Port is a kind of important transport infrastructure and a window to realize the export-oriented economy, which provides the basic support to the development of national economy construction and foreign trading. The Container throughput in the mainland of China has been the world’s first for many consecutive years. The major ports in mainland China have occupied an important position in the world’s ports, and China mainland ports keep ranking the too among the world’s port ranking list.

China has been a country with largest port throughput and container throughput, and with the fast growth rate. In 2010, Ningbo-Zhoushan port, with 633 million tons, becomes the first port among 10 world’s cargo port. In the ranking list of container ports, only two port in mainland China, Shanghai port and Shenzhen port, were in the list of world’s top 10 container ports in the 2002; Qingdao port ranked to the 20th, Ningbo port and Xiamen port excluded the top 30, and the Dalian port excluded the top 50. While in 2010, the eight big container ports in mainland China are all included in the world’s top 30 ports, and 5of them ranked among the top 10 ports, accounting for half of the top 10 container ports.

With the increasingly deepening of China’s reform and opening up, China’s import and export trade volume keeps growing. Both port throughput and container throughput achieve relatively fast development. In 2010, the national port throughput was 8.932 billion tons, with an increase of 16.7% over the previous year, and the growth rate is 7.6 points percentages higher than last year. The average growth rate during the “eleventh five-year” period was 13.0%. The national ports achieved container throughput of 146 million TEU (twenty-foot equivalent unit), up by 19.4% over the previous year. Comparing with the peak of 2007 and 2008 before the financial crisis, their growth increased by 27.7% and 13.9% respectively.

In recent years, China keeps expanding the total fixed asset investment of port, and improves the construction of port’s infrastructure. In 2010, the costal construction completed the investment of 83.687 billion Yuan, with an increase of 10.4%. 142 coastal ports will be construct, rebuilt (expanded), with newly increased throughput of 213.93 million tons, among which there are 69 berth, with newly increased throughput of 190.94 million tons.

The “Twelfth Five-year” Development Plan on Transportation pointed out, to keep promote the infrastructure construction of coastal port, optimize the structure and layout of coastal port, focus on develop the function of port, and improve the insurance capability of port. Positively develop port modern logistics function; play the advantages of bonded ports; positively develop the international transfer function, promote delivery, export processing and other bonded business; utilize modern information technology; and promote the port service efficiency and level. Fully play the advantage of inland waterway, and play the leading role of inland waterway industry layout along the rivers; sincerely carry out The Opinion of the State Council on Accelerating the Development of Inland Waterway; speed up the construction of infrastructure on high-grade channels and major ports; vigorously improve the transportation service level; and construct the modern inland waterway system.

During the “twelfth five-year” period, it plans to build 440 new deep-water berths in coastal ports. The plan focuses on building Jinzhou port, Tangshan port (Caifeidian port), Tianjin port, Huanghua port, and Qinghuangdao port for coal shipping, and they will add 310 million tons of newly increased coal shipping capacity; there will be 100 million tons of newly increased large discharging and loading capacity for crude oil; there will be 390 million tons of newly increased discharging and loading capacity for large iron ore; there will be 58 million TEU of newly increased container throughput; moreover, focus on building car ferry wharf (ro/ro wharf) in islands with more than 1,000 people, and continue to improve transport ports in islands without more than 1,000 people.
