The total retailing amount of consumer goods in China is 18.1 trillion Yuan with a year-on-year growth of 17.1% in 2011. And the proportion of gross sales to GDP annually improves since 2007, which increases from 34% in 2007 to 39% in 2010 and slightly decrease to 38.38% in 2011. Still, it maintains a higher level from a long term view.
Logistics cost in China is too high while the utilization rate is low. Due to the problem of logistics supply chain, the storage of domestic wholesales and retailing accounts for 7% (usually it is 1-2% in developed countries) while the domestic turnover rate of commercial capital is 1-2 times per year (it is 15-18 times in Japan) and the proportion of total logistics cost to GDP is 18% (it is about 10% in Japan and Germany). To convert we can learn that the cost loss which caused by unsmooth management of logistics and supply chain is as high as 2.5 trillion Yuan for domestic enterprises. Accordingly, China’s commerce-trade logistic is still in the initial stage.
The Special Planning for Trade Logistics Development (short for Planning) which was issued by Commerce Department, Development and Reform Commission and Supply and Marketing Cooperation on March 2011. The Planning proposed that to initially establish a set of modern trade logistics service system which is of high efficiency, coordination and environmental protection by 2015. It also proposed the following requirements: the harmonized commodity distribution rate for chain-supermarket of scale will reach 70% by 2015; that for farmers’ stores will be 60% and agricultural chain enterprises will be over 80%; the cold chain delivery rates of fruit and vegetable, meet, and aquatic product will increase to 20%, 30% and 36%; proportion of stereoscopic warehouse area to total warehouse area is 40%; there is an obvious improvement of logistic corporations’ mechanization, automation, standardization, and information; the commodity inventory turnover rate will greatly increase while the proportion of logistic cost to total delivery cost will greatly decrease.
In the Executive Meeting of the State Council which is held by Premier Wen Jiabao in June, 2011, logistics healthy development was proposed. The meeting pointed out that a complete set of policies should be made to promote the healthy development of logistics. It also proposed eight “should” which is known as “state eights”. Here follow is the content of the “state eight”: first, should effectively reduce the tax burden on the logistics enterprises; second, should enhance the land-policy supports for logistics; third, should ensure convenience for logistic vehicles; fourth, should improve the management for logistics corporations; fifth, should encourage corporations to integrate logistic facilities resource; sixth, should promote the logistic technical innovation and application; seventh, should enlarge the logistics investment; eighth, should promote the development of agricultural product logistics.
The General Office of the State Council on the Promotion of the Healthy Development of Logistics Industry Policy Measures (short for Measures) which was issued on August 19th, 2011. There are night requirements in the Measures: first, effectively reduce the tax burden on the logistics enterprises; second, enhance the land-policy supports for logistics; third, ensure convenience for logistic vehicles; fourth, accelerate reform of logistics management system; fifth, encourage corporations to integrate logistic facilities resource; sixth, promote the logistic technical innovation and application; seventh, enlarge the logistics investment; eighth, give priority to the development of agricultural product logistics; ninth, strengthen the cooperation and coordination. It is predicted that the total retailing amount of consumer goods will be 30 trillion Yuan while the total sales amount of production goods will be 76 trillion Yuan by 2005. It will lead to a great increase of the commerce-trade logistics demand. On the occasion, the logistic systematic operational efficiency in the field of commerce-trade logistic will be greatly improved while the logistic cost will be considerably decreased. Definitely, it will play a significantly guiding role in fastening the upgrading and development of China commerce-trade logistic industry as well as the transformation of economic form.
