Headquarter economy is an important form of the world's economy development, which emerges under the background of economic globalization and informatization, as well as a manifestation of urban economic development level and resources allocation capability. As a new bright spot of world's economy, the headquarter economy has become a new idea and perspective to develop regional economy in China. Nowadays, the key cities of Beijing, Shanghai, Shenzhen, Guangzhou, Hangzhou, Qingdao, Xian, Wuhan, etc. attract many headquarter enterprises. It's a key strategy to develop headquarters economy, which will promote city upgrading and transformation and accelerate the economic development methods during the "Twelfth Five-year" Plan period. That's mainly because as a new economic format, headquarters economy not only can enhance the fast, sustainable and steady development of regional economy, but also contributes to regional taxation.

Due to the advantages of talents, information, living convenience and so on, key cities keep attracting a large number of enterprises. In addition, there are 347 enterprise headquarters in Shanghai, with the largest number in mainland China.
