Railway cargo transport is one of the major modern transportation and road cargo transportations. It plays a significant role in the whole transportation field. With little influence of climate and natural conditions, together with transport capacity and large unit loading capacity, frequent use, low cost and many types for option, the railway transport is available for any goods, any weight and volume. These advantages can seldom meet by road transport and air transport.

Railway construction in China has entered a large-scale development stage since 2009. Investment for China transportation infrastructure in 2010 is about 2 trillion Yuan, among which railway investment is about 700 billion Yuan which is 35% of the whole industry. By the end of 2010 the nationwide railway operating mileage is 910,000 km which ranks the second in the world; and the high-speed railway operating mileage reaches 8,358 km with 170,000km under construction, all together ranks the first in the world; ratio of compound line and electrification is increased to 41% and 46%. According to the prevenient plan the proportion of new railway to total new mileage is 50% during the “twelfth five years”; high-speed railway will over 160,000 km by the end of 2015 and railway investment will keep about 350,000 billion Yuan.

The Railway Ministry the national railway will carry about 3 billion passengers by 2015 and 5 billion by 2020. In other words, annual growth rate of railway passenger capacity is 12.35% during the “twelfth five years”, which is obviously higher than the annual compound growth rate of 2.58% during the “ninth five years” and 7.75% during the “tenth five years”. Growth rate of railway passenger capacity will reach a peak.

The added cargo transport capacity which is brought by high-speed railway is significant. Total national railway carried cargo in 2010 is 3.643 billion ton which grows 3.1 tons and with a year-on-year growth of 9.3%. According to related statistics, for the 12 high-speed rail lines which have put into use, number of daily running motor train unit is 1,200 up to now. For the 5 high-speed railway lines--Beijing-Tainjin, Jiao-Ji’nan, Wuhan-Guangzhou, Zhengzhou-Xi’an and Shanghai-Ningbo--which have put into use, number of added cargo railway is 83 while annuel added cargo transport capacity is 0.23 billion ton.

Sheng Guangzu, minister of Railway Ministry points out in the National Railway Conference which held on 23rd December, 2011 that, fixed asset investment in 2012 will be 500 billion Yuan according to the “twelfth five years” plan and capital condition, among which infrastructure investment will be 400 billion Yuan for new 6,366 km mileage; meanwhile, role of Railway Ministry will be changed to settle the problem of separating government functions from enterprise management, over-concentrated power, absence of market leader, and the management system which is not suitable for market requirement. According to analysis, major direction for future railway reform is as follows: increasing the transport price, developing diversified businesses and promoting system reform which transport is the key business; structure for domestic railway transport corporations will greatly change.
