As the result and new trend of globalization and information revolution, the service outsourcing is showing a booming trend since the 21st century: after directly transfer manufacturing production capability in large scale to developing countries, the developed countries are gradually transfer the link of service to the countries and regions with advancing cost and talent by the way of service outsourcing. Therefore, service outsourcing becomes the new mainstream of international industry transformation and an important business model for transnational corporations to realize the global resources distribution. View from the scale growth, even though there is a decline of global service outsourcing scale in 2009 due to the financial crisis, the industry began to recover in 2010. According to data, the annual growth rate of IT service expense maintains about 3.5% and the global service expense in 2011 is about 840 billion USD.

On the other hand, China has issued many policies to promote the development of service outsourcing industry since 2006. Besides, there are 21 service outsourcing model cities in China. With great supports from central and local governments, China service outsourcing industry develops rapidly that the industry scale is expending, field is enlarging and international competitiveness is strengthening. The domestic service outsourcing corporations develops fast that there is a great improvement of enterprise scale, employee, qualification certification, business structures and so on. In the meantime, the industry fields are expending and the businesses are perfecting. According to data from Commerce Department, the China service outsourcing contract amount in the first three seasons of 2011 is 20.01 billion USD with a year-on-year growth rate of 65.7%. Among which the FOB service outsourcing contract amount is 14.51 billion USD with a year-on-year growth rate of 65.6%.

Still, current service outsourcing industry in China is in the low-end of industrial value chain. One of the significant features is that the project types are focusing on the fields of software development and test, data input and so on. It has little involvement in high-end business field such as design, complete solution and R&D. This has a close relationship with the corporations’ professional technical capability. The limited capability has a direct impact on the improvement of business space and benefit space while the improvement of professional technical capability depends on the self-innovation ability.

In the post crisis era, any industry will enter the development track of innovation and endogenous growth. And it is not an exception for service outsourcing industry. According to available statistics, in the cost structure of current China service outsourcing corporations, the biggest expense is the cost of HR resource which is about 60% of the corporation management cost, and the market expense is about 25% while the technology R&D input is only about 4%. In the future, with the further up-grade and development of the industry, corporations should get rid of the development model which simply depends on the HR cost. And they should focus on the improvement of overall capability instead. Therefore, it is a big challenge for technology R&D capability and self-innovation ability.
