Jiang Chengkang, the chief of State Bureau points out in the 2012 Logistics Work Conference of the National Tobacco Industry that, tobacco logistics is the core business of tobacco industry and it is irreplaceable as it is the necessity for both cigarette level improvement and industry healthy and continuous development. The logistics management departments in all level should fully implement the obligations from State Bureau, that should fully implement the work of construction, management and operation according to the overall requirements of industry logistics construction from the State Bureau; should strengthen the in-advanced examination of logistic construction project thus to set a good threshold and mark for logistics construction project; should unify logistics standards and operation flow for the whole industry to ensure the fluent work of logistics industry; should strengthen the basic management work of industry logistics and fully handle various basic data of industry logistics construction, operation and management. By analyzing the data to continuously improve the operation flow, resource allocation and logistics management level; should strengthen the construction of logistics team and unendingly improve the overall quality of logistics team thus to make a greater contribution to the industry development.

According to statistics, by the end of 2010 total investment of cigarette logistics infrastructure construction from tobacco industry corporations is 13.6 billion Yuan, total area for logistics is near 10,000 mou (1mou=666.67 square meters), total building area is 3.09 million square meters and total store capacity is 3.03 million cartons. Currently, for the 99 shipping points of industrial corporations 98 had finished the systemic deployment work which 9,067 sets of mobile units and the use ratio of industrial system has reached 71.8%. And for the 381 national shipping points of commercial enterprises all of them are with handheld devices. Number of all the handheld device controllers is 799. The logistics informationization level of industrial and commercial corporations is continuously increasing and takes a positive step towards “full perception, covering, control and improvement”.

To develop modern logistics can closely unify all links of production, improve production efficiency and reduce production cost for the cigarette industrial corporations. Besides, the construction of integrated logistics operational system can coordinate the operation of raw materials, accessories and cigarette logistics thus to reduce the logistics cost. While modern logistics is the survival basic and marketing platform for commercial enterprises. Consequently, modern logistics is the competitive advantage for tobacco industry in the future. The tobacco corporations should stand in the height of creating industry core competitiveness to construct the modern logistics. Thus to further expand the existing network channels. It is predicted that by 2015 selling volume of nationwide cigarette will reach 3 trillion pieces. Such huge selling volume will greatly promote the fast development of tobacco logistics industry.
