At the end of 2010, the total mileage of national road broke through 4 million km, reaching 4.0082 million km, with the increase of 0.1474 million km over the last same period. Among them, the national highway reached 74,100 km, ranking the second longest country in the world, with the increase of 9,108 km over the goal made in the “Eleventh Five-year” Plan. At the end of 2010, the mileage of national inland water routes was 124,200 km, with the increase of 559 km over the last same period, and with the increase of 979 km over the end of “Tenth Five-year” Plan; there were 31,634 port berths for production in the nationwide, with the increase of 205 berths over the last same period. In 2010, China completed the fixed investment in road and water route transportation, reaching 1321.278 billion Yuan, up by 18.6% over the previous year, accounting for 4.75% of the total social fixed investment. During the “Eleventh Five-year” Plan, China accumulatively completed the total investment of 4785.163 billion Yuan, which is 2.1 times as high as that of “ Tenth Five-year” Plan.

In 2010, the operational mileage of national railway reached 91,000 km, with the increase of 5660.7 km over the previous year and with an increase of 6.6%. Its length ranked the world’s second longest position; the national railway fixed investment (including infrastructure construction, renovation and purchasing new vehicles) was 842.652 billion Yuan, with the increase of 138.125 billion Yuan and with an increase of 19.6%.

At the end of 2010, there were 175 airports with certification in China, with the increase of 9 airports over the previous year, and all of them open the regular flights.

On May 26th 2011, the Ministry of Communications officially issued the “Twelfth Five-year” Plan for the Transportation, which points out specific targets:

The Length of road reaches 4.5 million km; national highway network is basically built and the length of highway road reaches 108,000 km, covering more than 90% cities and towns with over 200,000 population; the second-level or above roads should reach 650,000 km; the overall technical level of national provincial roads reach a good level, and the length of rural roads reaches 3.9 million km.

The layout coastal port is further improved and the service functions are obviously extended; a modern port system with a well-organized layout, vigorous insurance, high-efficient services, safe environmental protection, and advanced management is to be formed and the port and harbor structure is further optimized; the quantity deep-water berths reaches 2,214 and the quantity of adaptable port capability (the port throughput capability/actual throughput capability) is 1.1.

The conditions of inland water transport are remarkably improved. 70% of the high-grade channels of “Two Verticals, One Horizontal, Two Networks and Eighteen Lines” with 190,000 km reaches the planning standard. The length of high-grade channels should reach 13,000 km, the inland water transportation develops rapidly and its transport advantages are further shown.

The overall security capability of civil aviation is improved, the airport system with characteristics of well layout, improved functions, clear levels, safety and high-efficiency will be initially formed. The quantity of transport airports reaches more than 230, and the saturation capacity problems of large-sized airports can be eased.

The scope of postal services is further expanded and the capability is further enhanced. A general postal service system is basically formed with characteristics of covering urban and rural areas, benefiting for all the people, suitable level and sustainable development. There are 62,000 general postal service departments.

Great progress is obviously made in constructing transportation hub. Construct about 100 comprehensive passenger transportation hubs with the linkage of railway, road and urban communications and build 200 comprehensive logistics or road goods transportation hubs with improved functions.
