After years of construction, the second and third-level hospitals are basically popularized by hospital information management system. The demand of small hospitals for hospital information management system is still strong. Moreover, with the development of science and technology industry, as well as the medical industry, the demand for updating information system is also prosperous. In addition, the popularizing rate of China clinic information management system is low, and the public health informationization is still in an experimental stage.

In October 2002, the Ministry of Public Health realsed National Health Information Development Plan (2003-2010), which clearly pointed out to include informationnization construction into the general development plan for health affairs; in May 2007, the State Council released the “Twelfth Five-year” Development Plan for Health Affairs, which clearly pointed out, the general goal for the development of China health affairs is to initially establish a framework for basic healthcare system, which covers both urban residents and villagers. The “Twelfth Five-year” Plan released by the Ministry of Public Health, clearly pointed out, health informationization is an important task for deepening medical and health reform. The Ministry of Public Health has basically determined China’s health informationization construction map, abbreviated for “3521 project”, which means to establish national-level, provincial-level and prefecture-level health informationization platform, to strengthen 5 business applications: public health, medical service, new rural medical cooperative plan, essential medicines system and comprehensive management, to build 2 basic databases: a health record and an electronic medical record, and to construct a specialized network. The State will invest thousands of million Yuan in specialized platform, basic databases and the construction of specialized network; at the same time, many local governments will invest a large sum of supporting money in it. Promoted by a new round of policies, it’s predicted China medical IT total investment amount will reach 24 billion Yuan in 2013, and its compound average growth rate will maintain at more than about 20%.

At present, the Ministry of Public Health chooses Shanghai, Zhejiang and other provinces as the pilot sites, focusing on the regional health informationization pilot construction work, on the basis of introducing health record, electronic medical record, and public service information platform, and a part of hospitals conduct distance medical pilot work.

Comparing with relatively developed countries, China medical informationization progress is still at a low level. In domestic, the annual IT investment size of medical industry just accounts for 0.3%-0.5% of hospital’s total annual revenue, while the figure is 3%-5% in developed countries. Therefore, China medical informationization industry has vast space for development in the future.
