Meanwhile, after experiencing a large-scale expansion of enrollment, China higher education has entered a more steady and well-organized development stage.

From the perspective of market scale, after experiencing rapid growth in 2003 and 2004, the growth of China higher education market growth slows down. From the perspective of asset scale, fixed asset of higher education schools has characteristics of form varieties, different kinds, large quantity and high-value, moreover the investment volume in various fixed asset will become larger and larger.

Therefore, Ministry of Education continues to strengthen and promote the cooperation with foreign education institutions. Currently, there are 1,218 various Chinese-foreign cooperative institutions or programs in China. Every region in China positively introduces foreign education resources. For instance, "Pearl River Delta Planing Outline" states clearly "support Hong Kong and Macao Elite Schools to run schools in Pearl River Delta regions, and relax the requirements to approve foreign education institutions to cooperate with Chinese local education institutions".

Under the guidance of national policies, higher education pays more attention to "improve the quality of talents training" and "enhance the scientific researching level". In some key regions, such as Beijing and Guangdong province, many universities and colleges were the first to develop school-owned enterprises and strengthen the cooperation between schools and enterprises. After 20 years' development, universities and colleges make full use of their advantages, and play a very important role in commercialization of scientific fruits and industrialization, as well as develop hi-tech industry. Thus, many famous brands emerge, such as "Beijing University Founder" and "Tsinghua Tongfang".

Meanwhile, richer and richer financing channels for higher education invigorate its capital market, so the investment of higher education industry will face new opportunities and risks.

Since the 21st century, China higher education has entered a stage of massification and the level of massification continues to be improved. On 29 July, 2010, "National Middle and Long Term Reform and Development Planning Outline (2010-2020)" pointed the main goal for the development of China's education business. By 2020, the gross enrollment ratio of China's higher education will reach 40%. The total scale of higher education will expand to 35.5 million.
