Development Status The aviation maintenance industry features as high technical threshold and safety requirement, skill-intensive and labor-intensive. And it is the basic of aviation industry operation and the security of flight safety. The annual growth rate of China civil aircrafts in the past decade is 10.95%. By the end of 2010, there are 1,639 transport aircrafts (3,600 operating and backup engines) and 1,010 all purpose aircrafts for CAAC. The scale of aviation maintenance industry in China develops rapidly, that the total market size reaches 2.32 billion USD which is 5% of the global MRO market in 2010. China become the aviation maintenance market with a fastest growth in the world: the engine maintenance takes 40% of the whole while the flight line maintenance, aircraft overhaul and modification, accessories repair and overhaul each takes about 20%.
By the end of 2010 there are 389 maintenance corporations in China. A relatively complete maintenance industrial chain which includes airframe inspection, engine overhaul and accessories repair is formed. The aviation maintenance industry in China becomes the basic to ensure the safety operation and healthy development of CAAC. China's civil aviation maintenance industry already has a human resource of certain scale and the maintenance personnel training system is relatively well. By the end of 2010 number of China’s civil aviation aircraft maintenance personnel is about 60,000. Among which number of the maintenance managers (including engineering, quality, material, planning, training, administrative and other department staffs) takes about 31% of the total number while the maintenance personnel (including staffs who directly involved in flight line and inner field maintenance) takes about 69%. There are 44 corporations which are approved by China CCAR-147 Department.
Differences Comparison Currently, the gap of aircraft component maintenance capability between China and international advancing level is big that China lack of the maintenance capability for key components in some significant systems. The domestic maintenance corporations take a low market share in the aspect of high design requirement and high added value maintenance projects. Only 29% of China maintenance corporations with the component maintenance capability; the maintenance output value of the whole industry is less than 25% of the total market output value; over 70% of engines from CAAC need to be overhauled by foreign maintenance corporations, for the engines which are overhauled in China the core component maintenance is carried out by foreign corporations. Besides, the gap of maintenance management capability--which marks with maintenance plan, quality management, skill training, and production plan management--between China and international advancing level is big too.
Due to lacking of maintenance capability, there is some low-end redundant maintenance construction for domestic maintenance corporations. The airframe maintenance capability construction of domestic maintenance corporations is relatively concentrated but lack of depth. The airframe maintenance is on the stage of low-end cost competition. And there is a gap of maintenance hangar utilization rate between China and developed countries. Moreover, the domestic civil aviation maintenance corporations generally are with a small scale and not that strong R&D and innovation capability. And the market awareness as well as service quality for domestic maintenance corporations needs to be further improved.
Related Policies The State Council Decisions on Accelerating Cultivation and Development of Strategic New Industry which was issued by the State Council in October 2010. According to the development stage and features of strategic new industry, Chinese government make clear the major direction and task which related to high-end equipment manufacturing industry: focus on the development of aircraft equipment which emphasizes the main-line and regional aircraft as well as multi-purpose aircraft, thus to make the aviation industry bigger and stronger.
The Decisions on Deepening Low-Altitude Airspace Management Reform which was issued by the State Council and Military Commission of the CPC Central Committee on November 14th, 2010. The document provides a booming development for multi-purpose aircraft. It is predicted that China’s needed multi-purpose aircraft will reach 10,000 by 2015. The multi-purpose aircraft industry will become another sun raising industry follows the main-line aircraft and regional aircraft in aviation industry.
The “Twelfth Five Years” Plan for China Civil Aviation Development (short for Plan) which was issued in May, 2011. The Plan proposed that number of national transport aircraft will be 2,750 with an annual growth rate of 11% by 2015.
