China published the “eliminating routine for electric incandescent lamp” in November 2011 as follows: the transitional period last from November 1st, 2011 to September 30th, 2012; on October 1st, 2012 general electric incandescent lamps of 100 watts or above will be banned to import and sell; on October 1st, 2014 general electric incandescent lamps of 60 watts or above will be banned to import and sell; the mid-term evaluation period will last from October 1st, 2015 to September 30th, 2016; on October 1st, 2016 general electric incandescent lamps of 15 watts or above will be banned to import and sell, still, the plan will be adjusted according to the evaluation.

After the elimination of electric incandescent lamp, there will be much more market room for energy-saving lamp that the energy-saving lamp with great development potentials. The output and demanding amount of electric incandescent lamp will gradually decrease while energy-saving lamp will take a leading position in the near future.

The energy-saving lamp with sound development opportunities as well as other challenges. China increases the tax on rare earth resources in 2011 which leads to a soaring price of lamp-oriented phosphor. Since March 2011, there was an ups-and-downs price for lamp-oriented phosphor in half a year: it increased ninefold from 300RMB/kg to 3,000RMB/kg in four months; and it decreased in August while it reached about 1,300RMB/kg in the middle of September. The increasing price of phosphor higher the cost pressure of energy-saving corporations and influence the business running. If the industry fails to conduct the increasing cost, there will be a new integration for the industry.
