Main Contents of report

In the first three seasons of 2011, the nationwide total coal output is 2.691 billion tons with a year-on-year growth rate of 11.6%; and the sales volume is 2.636 billion tons with a year-on-year growth rate of 13.1%; the coal amount transported by railway is 1.677 billion tons with a year-on-year growth rate of 13%, among which the amount transported by Daqin Line is 0.326 billion tons with a year-on-year growth rate of 7% while that for the Houyue Line is 0.137 billion tons with a year-on-year growth rate of 2.2%; the coal shipment amount is 0.495 billion tons with a year-on-year growth rate of 20.2%, among which the shipment amount by Qinhuangdao Port is 0.189 billion tons with a year-on-year growth rate of 14.7% while that by Tangshan Port (including Jingtang Port and Caofeidian Port) is 91 million tons with a year-on-year growth rate of 36.3%; total fixed investment to coal industry is 326.89 billion tons with a year-on-year growth rate of 24.6%.

At present, the balance between coal supply and demand in China is a bit weak. Influencing by external factors such as climate change, hydropower output and poor transportation that the imbalance between supply and demand in different regions and time is frequent. It is stressful to supply coal steadily. Current these years, coal demand in developed eastern region increases rapidly while some of the coal supply provinces (such as Henan, Anhui, Shandong) greatly reduce the coal output amount and increase coal input amount, and some of the provinces even without any output any more. The regional adjustment is more difficult now. As the biggest coal producer, China will trap in the imbalance between supply and demand every year. It mainly due to the backward coal logistics and loosening supply and demand chain in China.

The General Office of the State Council issued Several Proposals on Promoting the Merger and Reorganization to Coal Corporations (Proposals for short) on October 16th, 2010. The Proposals proposes the following targets of merger and reorganization: significantly reduce the amount of coal corporations especially the small size coal mines by merger and reorganization to form some large-scale coal group with annual output of over 50 million tons and annual increasing output capacity of over 0.8 million tons. Moreover, the output proportion of large-scale coal group to total output will be more than 50%.

In the Executive Meeting of the State Council which is held by Premier Wen Jiabao in June, 2011, logistics healthy development was proposed. The meeting pointed out that a complete set of policies should be made to promote the healthy development of logistics. It also proposed eight “should” which is known as “state eights”. Here follow is the content of the “state eight”: first, should effectively reduce the tax burden on the logistics enterprises; second, should enhance the land-policy supports for logistics; third, should ensure convenience for logistic vehicles; fourth, should improve the management for logistics corporations; fifth, should encourage corporations to integrate logistic facilities resource; sixth, should promote the logistic technical innovation and application; seventh, should enlarge the logistics investment; eighth, should promote the development of agricultural product logistics.

The Circular on Checking Up Toll Roads Work (short for Circular) which was issued by Ministry of Transport, the National Development and Reform Commission , Ministry of Finance , Bureau of Supervision , the State Council Office for Rectifying in June, 2011. The Circular proposed the following requirements: to comprehensively check up illegal or unreasonable tolls such as overdue toll, over-high toll in one year; to cancel toll program which toll time is expired; cancel the toll stations which station spacing is not suitable according to related regulations; to correct various irregularities.

The General Office of the State Council on the Promotion of the Healthy Development of Logistics Industry Policy Measures (short for Measures) which was issued on August 19th, 2011. There are night requirements in the Measures: first, effectively reduce the tax burden on the logistics enterprises; second, enhance the land-policy supports for logistics; third, ensure convenience for logistic vehicles; fourth, accelerate reform of logistics management system; fifth, encourage corporations to integrate logistic facilities resource; sixth, promote the logistic technical innovation and application; seventh, enlarge the logistics investment; eighth, give priority to the development of agricultural product logistics; ninth, strengthen the cooperation and coordination.

The basic development routine for China logistics industry during the “twelfth five years” mainly bases on the Logistics Industry Restructuring and Revitalization Plan which is issued by the State Council. The logistic industry will try to implement the strategic planning in the “twelfth five years” plan and give active assistance to the 2011-2020 Long-term Plan for Logistics Industry Development which will be made by government. By the end of the “twelfth five years”, a modern logistic service system which is of reasonable distribution, advancing technology, energy saving and environmental protection, convenience and high efficiency, safety and regulation and international competitiveness will be formed. The logistics industry will transfer from emphasizing infrastructure to comprehensively increasing service quality. In the first annual meeting of China logistics investment and financing, the Comprehensive Transportation Institute of National Development and Reform Commission reveals that as one of the detailed regulations of the Logistics Adjustment and Revival Plan, the cola logistics special planning will be issued currently. It will efficiently promote the organic integration of domestic coal production and coal logistics. Moreover, it is be of great use to settle the imbalance between coal supply and demand.
