High-tech enterprises and technology-oriented advanced service enterprises enjoy tax preferential policies; the national college scientific parks and national level technology enterprises incubators enjoy the tax cut, as well as the fully implementation of enterprises R&D charges reduction policies start.
The work on constructing national independent demonstration sites have made a great progress, and many policies, such as stock equity stimulation, the encouragement of enterprise innovation by fiscal support, the tax stimulation by technology transferring, equity agents of scientific, financial and non-listing corporations, have operated in Zhongguancun Science and Technology Park. The GEM has been officially launched and the high-tech enterprises have been the major supporting objects.
Since the “eleventh five-year”, the industrialization of China high-tech has reached remarkably
results. There are a group of key technological innovative fruits appearing in the fields of information and space, new materials, advanced manufacturing, energy, and advanced transportation; the technologies of high-speed railway, broadband wireless communication, high-performance computer, new energy automobiles have stepped into the world’s advanced level; several high-tech major sets of equipment and key parts have realized the independent design and manufacturing; some modern service emerging formats, such as E-commerce and digital media, with the high-tech of major support of information network, have appeared.
The national high-tech industry parks and industrialization bases have been the growth points of promoting the development of regional economy, which will be the strong backbone of the cultivation and development of strategic emerging industries during the “twelfth five-year” plan. As of the end of 2010, China launched 3 national independent innovation demonstration zones construction, such as Beijing Zhongguancun, Shanghai Zhangjiang, and Wuhan Donghu. The total number of national high-tech parks reaches 83, the number of national high-tech industry bases reaches 172, and the number of national modern services industry bases reaches 48, the number of torch plan feature industry bases is 259, the number of torch plan software feature industry bases is 35, and the number of national science and technology innovation bases is 58. A batch of industry clusters, with high market occupancy, and strong competitiveness keep developing and strengthening, which has initially formed to be a high-tech industry system with the rational layout.
China has made a progress, but there are still some problems existing in the development of China high-tech industry and park construction, such as the innovation capability and industrialization capability of high-tech industry is urgent to be improved; there is insufficient key common technologies and core equipment in promoting the development of the whole industry; the connection between industrialization environment construction work and national key science plans are need to be improved; and the policy environment for encouraging and supporting the innovation and business establishment need to be further improved.
